The Government’s introduction of the School Estate Management Standards (SEMS) in June 2025 provides schools with a framework to help manage their buildings more effectively. For those responsible for estate management in schools, the Standards offer guidance on how to assess, prioritise and maintain estate requirements while ensuring compliance with legal and safety obligations.


While estate management covers many areas, heating, ventilation, air conditioning and plumbing systems play a vital role in keeping schools operational. From maintaining comfortable classroom temperatures to ensuring systems remain compliant and energy efficient, effective HVAC management should form a key part of every school’s maintenance strategy. What are the School Estate Management Standards?

The School Estate Management Standards provide a structured approach to help schools understand their estate, manage risks and plan investment effectively.


The framework is divided into four levels:

  • Level 1: Baseline 
  • Level 2: Transitioning 
  • Level 3: Fully effective 
  • Level 4: Advanced 

All schools should meet the requirements of Level 1 as a minimum starting point, with the aim of progressing towards Level 3. The advanced level provides an opportunity for schools to demonstrate leadership in estate management.


For estate teams, the Standards highlight the importance of having accurate information, understanding building condition and adopting proactive maintenance approaches rather than relying on reactive repairs.

The importance of school asset management

Effective asset management is essential for understanding the condition, performance and future requirements of key building systems.


One of the key principles within the School Estate Management Standards is taking a proactive approach to maintaining buildings.


Reactive maintenance can often result in unexpected costs, disruption to teaching and reduced confidence in building systems. For example, a heating failure during winter months can quickly impact classrooms, staff areas and the wider school environment.


Planned preventative maintenance (PPM) helps schools identify issues early, improve system reliability and extend the lifespan of assets. By scheduling servicing, inspections and repairs during planned periods, including school holidays, estate teams can reduce disruption while maintaining compliance.

  

Compliance is a fundamental part of effective estate management in schools. Estate teams must ensure that contractors are appropriately qualified and that statutory inspections and certification are maintained. This includes compliance such as annual Gas Safe certification, air conditioning inspections, F-Gas compliance, ventilation requirements under Building Regulations Part F, energy efficiency standards and Legionella risk management. 


For schools operating older air conditioning systems, it is also important to understand the impact of changing refrigerant regulations. Many systems using R410A refrigerant are approaching a point where replacement planning should be considered due to the global phase-down of higher-impact refrigerants.
